Settings → Personalization

Right-click on the desktop and click Personalize.

Background — I see no point in using a picture as a desktop background. It's distracting and makes it hard to read icon labels. Don't get me started on a slideshow. So, I use a solid color that's dark enough to make white icon labels and window borders stand out clearly. I also pick something to make my computer stand out from the crowd, such as the custom color RGB (96,80,128), which is a dark purple.

Colors — These settings don't make complete sense to me, so I've just messed about until I got something I found pleasing. The Choose your color pick list is set to Custom. Choose your default Windows mode is set to Dark. Choose your default app mode is set to Light. Transparency effects is Off. My accent color is RGB (0,120,215) and I show it on Title bars and window borders but not on the Start, taskbar, and action center, which are black according to my selected default Windows mode.

Lock screen — As with the background, I see no point in pictures here. I'd quickly get bored with a fixed choice and having Microsoft change it up from time to time is just distracting. But, there is no option to have a solid color. So, I've just created a PNG image and selected that as my Lock screen background. It is RGB (64,64,64) with "COMPUTER LOCKED" writ large across the top in RGB (127,127,127). Get fun facts ... is Off. I have the Calendar app showing detailed status and no apps showing quick status. Wouldn't it be nice to have the battery charge state shown here? But, no, this is not an option. Showing the lock screen background on the sign-in screen is Off. The Screen saver is Off.

Themes — I have no use for themes, which seem to just be a collection of the settings that I've chosen elsewhere. But which settings? Unless I know that it won't even help to save my settings as a custom theme. For some reason, Desktop icon settings appears near the bottom of this section. I leave the icon appearance at the default and select Computer (This PC), Recycle Bin and Control Panel to be shown on the desktop.

Fonts — There's nothing useful to me here (until I need to install a font). In Related settings, ClearType is On, which is the default.

Start — I barely use the Start menu, I hate it so much. I think I'll install a replacement.

Taskbar — Everything is Off here with a few exceptions. Lock the taskbar, ...hide the taskbar in desktop mode and Use small taskbar buttons are On. Replace Command Prompt with Windows Power Shell ... is On. Combine taskbar buttons is set to When ... full. In Select which icons appear in the taskbar ... TO DO.
